The dignified right of older people to access housing

The purpose of this research was to analyze the fulfillment of older adults' rights to adequate housing, as well as the responsibility of government institutions in ensuring these rights. To this end, a mixed-methodological approach was used, combining quantitative data analysis with a qualitative perspective. Field and documentary research designs were employed, and the study had a descriptive approach. The population consisted of all older adults in the Ibarra Canton, that is, people aged 65 years or older. Non-probability purposive sampling was applied, selecting a sample of 30 older adults for a questionnaire and three key informants for interviews. The results showed that most older adults lived in precarious conditions, had limited knowledge of their rights, and received little assistance in accessing decent housing. Based on these findings, it was concluded that it was crucial to improve coordination among social actors, both public and private, to establish agreements and manage resources effectively, thus guaranteeing a dignified life for this vulnerable group. A draft ordinance was proposed to create a mobile legal clinic for senior citizens and priority care groups with limited financial resources.
